我国仍有相当一部分城市居民生活在楼房破旧、年久失修、配套设施不完善、环境脏乱差的老旧小区内。大部分老旧小区缺少相应的物业管理,日常管理整治工作相对滞后,逐渐成为城市治理的短板和社区治理的薄弱环节。老旧小区环境整治改造工作已成为当前城市治理的一项重要内容。西城区广内街道立足辖区实际情况,结合街道自身优势,以街道辖区内宣西社区为试点,针对宣西社区的环境问题,采取了一系列行之有效的举措,进一步改善了居住环境,使社区居民的生活品质和幸福感明显提升,创新了老旧小区环境治理机制,打造了志愿服务与社会组织相结合的“居民参与,社会助力”的环境治理新模式,对无物业小区环境治理具有一定的借鉴和参考意义。
<<In China,a considerable number of urban residents live in old residential community with shabby and poorly maintained buildings,incomplete supportive facilities and messy environments. Suffering from lagged daily management and treatment as a result of the absence of property management agency,such residential community are gradually becoming a weak link in urban governance and community governance,of which the environmental improvement and transformation has been an important part in the current urban governance. Basing itself on its actual conditions and leveraging its advantages,Guang'anmennei Sub-district has designated Xuanxi Community as a pilot for environmental management through effective measures,thus further improving the residential environment and apparently raising the quality of life and the sense of happiness of the residents. Such efforts have innovated the mechanism for environmental governance of old residential community,a new environmental governance pattern of resident participation and social facilitation integrating voluntary services and social organizations,which is of certain references to the environmental governance of residential community without property management agencies.
