Deliberative democracy is an important style of the Party's leadership and an advantage unique to the socialist democracy of China. As is pointed out by General Secretary Xi Jinping in his Speech at the Meeting Marking the 65th Anniversary of the Founding of the Chinese People's Political Consultative Conference，in line with the principle of deliberation among the people and for the people，we need to redouble our efforts in developing deliberative democracy at the grass-roots level，with a focus on conducting deliberations among the common people at the grass-roots level. In recent years，Guang'anmennei Sub-district has insisted on problem orientation，based itself on the actual local conditions，actively explored new methods and mechanisms for deliberative democracy governance of the sub-district，and made considerable achievements. Starting with theoretical study，this Report focuses on the efforts of Guang'anmennei Sub-district for promoting governance through community-level deliberative democracy and reflects on the capacity and level of the sub-district in this regard on the basis of successful experience in deliberative democracy at the grass-roots level in our country.
