Social mobilization is an important way for the Party to influence social relations and promote policies and also an important governance model in modern society. Though it has been playing a considerable driving role in the modernization of China，traditional social mobilization approaches fail to meet the need of national governance modernization as economic growth and social transformation proceed. In this light，it is a must to optimize and transform social mobilization approaches by fully leveraging market-oriented and modern communication ways and enhancing its affinity，flexibility and effectiveness. In the context of constantly deepened national governance modernization，soft mobilization represented by propaganda and guidance through policy supply，economic incentives and emerging media is on the way to become an effective and modern governance model with high potential. While summarizing the exploration of Xiaochang Community of Guang'anmennei Sub-district in soft mobilization，this article goes deep into the problems in this process and proposes solutions to them.
