With the deepening of China's social reform，the CPC Central Committee forms a profound understanding on the law of social construction and development，and the CPC'sruling ideas and ruling philosophies undergo necessary adjustments. According to the gist of the Eighteenth National Congress of the CPC，grassroots party organizations shall play their roles as the leading core in social management innovation，and unswervingly innovate grassroots party building in light of new changes and new demands of grassroots society. Regionalized party building is an important way to strengthen the building of grassroots party organizations，achieve full coverage over the party work，and innovate grassroots party building. Under the overall goal of “conducting dynamic party building，constructing charming blocks and building harmonious Dashilar”，Dashilar Sub-district upholds the spirit of reform and innovation，sets foothold on its own block positioning，raises the awareness of the “forbidden area”，insists on the criteria of the capital，puts forward the new work idea of fulfilling overall social management by means of regionalized party building and promoting the development of regionalized party building through project-based management，strives to play the roles of grassroots party organizations as the battle fortress，continuously consolidates and strengthens the political function and service function of grassroots party organizations. This report probes into the practices of regionalized party building through project-based management in Dashilar Sub-district from the theoretical level，identifies new laws and new problems and pertinently proposes some solutions，so as to provide useful reference for Dashilar Sub-district to further advance social governance innovation under the impetus of party building work innovation.
