Today China is in a critical period of economic restructuring and social transformation. As the migrant population service management system is relatively backward，the large-scale and ever-growing migrant population leads to various pressures and challenges. In case of no prompt and effective corresponding measures to address this dilemma，this will directly undermine social harmony and stability. In particular，the current development of Beijing entersa stage of minimization-oriented development，while decentralization of non-capital functions will inevitably bring about adjustments in the number and structure of migrant population. Dashilar Sub-district is a typical area with large local migrant population. In order to contribute to new development of the capital and improve the quality of regional development，Dashilar Sub-district regards migrant population service management as an important goal and core content of the regional work，while centering closely on the overall goal of decentralization of non-capital functions.
