In order to strengthen the construction of community governance system and push the focus of social governance to the grassroots level，East Nanjing Road Sub-district have made the first step. Through the effective play of the leading role of the Party Organizations in the residential community，we co-ordinate various resources，including Party resources，administrative resources，and social resources，to expand the governance units in residential community. Meanwhile，we aim to promote the interconnection and interaction of residential community，shops，business buildings and other unites，guide the multi-subjects to participate in community governance in an orderly manner，and in the end to build a harmonious，orderly，livable and viable “zero-distance home” in the zero-kilometer community.
