Based on the theoretical study of social assistance policy and “precise assistance”，this paper holds that “precise assistance” should be defined from three dimensions：precise orientation of policy，precise identification of objects and precise governance. In implementing the management of “precise assistance”，emphasis should be laid on the five aspects，including formulation of the precise assistance policy system，the identification of rescue objects and their needs assessment，the standardization and rigorous assistance operation mechanism，the overall planning and management of various assistance resources，and the comprehensive and perfect assistance guarantee and evaluation mechanism. Shanghai should establish a social assistance system suitable for Shanghai’s economic and social development.
