长三角区域环境保护协作萌芽于区域经济合作与发展框架,迄今已将近20年,尤其是2014年初、2016年底分别建立长三角区域大气、水污染协作机制以来,区域环境质量明显改善。2018年11月,习近平总书记在首届中国国际进口博览会上正式宣布长三角区域一体化发展上升为国家战略,长三角区域一体化发展迎来了前所未有的机遇。然而,当前长三角区域环境保护协作还存在诸如实施推进机制有待深化、信息共享机制尚不充分、跨界管理仍显薄弱、顶层设计还需对接等问题。未来长三角区域环境保护协作应如何进一步深化优化?作为长三角一体化发展的桥头堡,上海应如何充分发挥牵头引领作用,带动长三角区域一体化高质量发展?本文将在回顾上海参与区域环境合作历程的基础上,对上述问题开展探讨。
<<The environmental protection cooperation in the Yangtze River Delta stemmed from the regional economic cooperation and development framework and has lasted for almost 20 years. Especially since the establishment of regional air pollution cooperation mechanism in early 2014 and water pollution cooperation mechanism in the end of 2016,the regional environmental quality has been significantly improved. In November 2018,President Xi Jinping officially announced the regional integration development of Yangtze River Delta as a national strategy at the China International Import Expo held the first time,which shall give the Yangtze River Delta an unprecedented development opportunity. However,at present,the environmental protection cooperation in the Yangtze River Delta still has some problems on the implementation of the coordination mechanism,the information sharing mechanism,the cross-border management,and the integration of regional development planning,etc. How to further deepen and optimize the environmental protection cooperation in the Yangtze River Delta in the future? How should Shanghai,as the bridgehead of the Yangtze River Delta,fully take the lead and promote the high-quality development of regional integration in the Yangtze River Delta? This article will discuss the above issues on the basis of reviewing Shanghai’s participation in the regional environmental cooperation process.
