作为国家治理体系和治理能力现代化的重要组成部分,社会组织高质量发展对新时代“打造共建共治共享的社会治理格局”有重大意义。社会组织评估工作经过十余年的渐进性和调试性发展,规范化、有序化、社会化、专业化的评估常规工作流程得以建立并不断完善。本报告以2017年度全国性社会组织评估为研究对象,采用过程追踪法和描述性统计方法,对评估工作与评估结果进行系统分析。首先,本年度评估周期近10个月,常规工作进一步细化,包括完善评估标准、强化第三方机构培育、严格评估纪律、强化动态管理。其次,本年度社会组织评估进行了众多创新,包括创新社会评价调查、创新党建动员模式、创新信息公开方式、创新评估工作方式等。再次,对评估等级结果的分析显示,评估定级结果动态管理不断规范化,评估过程及评估要求更加严格。最后,对评估指标内容的分析显示,参评全国性社会组织的主要优势有基础条件规范性高、人事管理专业化程度高、公益性和公开性成效显著;参评全国性社会组织存在的不足主要表现为内部治理规范性有待进一步增强、资金管理有效性有待进一步提升、信息宣传及社会认可度有待进一步提高。
<<As an important part of the modernization of national governance system and capacity,the high-quality development of social organizations has great significance to the new era of “building a social governance pattern of co-construction,co-governance and sharing”. After more than ten years of gradual and debugging development,the standardized,orderly,socialized and professional evaluation process of social organization evaluation has established and continuously improved. This report takes the 2017 national social organization evaluation as the research object,and uses process tracking and descriptive statistical methods to systematically analyze the evaluation work and the evaluation results. First,in 2017,the national social organization evaluation cycle was nearly 10 months,and the routine work was further refined,which covers improving the evaluation criteria,strengthening the cultivation of third-party institutions,strictly assessing discipline,and strengthening dynamic management. Second,many innovated works were carried out in this year,including further innovation of social evaluation surveys,innovation of party building mobilization models,innovative information disclosure methods,improvement of evaluation criteria and third -party assessment methods and so on. Third,the results of social organization evaluation scords show that the evaluation process and evaluation requirements are more rigorous,and the trend of evaluating the dynamic management of evaluation rating results is more obvious. Finally,the analysis of the evaluation indicators shows that the main advantages of participating in national social organizations are going to higher standardization of basic conditions,stronger professionalization of personnel management,and more remarkable achievements in public welfare and publicity. The main problems in participating in national social organizations are insufficient institutional construction and lack of effective fund management. However,risk prevention awareness is not strong and social recognition in crisis management needs to be further improved generally.
