As an important national strategy，the development and opening up of Pudong is an important strategic decision made by the CPC Central Committee in the key historical period of Chinese reform and opening up. While investigating Pudong，Comrade Xi Jinping，who has been secretary of the Shanghai Municipal CPC Committee for only a week，made it clear that “it is necessary to further understand the significance of the national strategy of opening Pudong to the outside world.” Over the past 28 years，Pudong has made full use of the functional policies provided by the state to get rid of the shackles of relying on preferential policies and financial support in the traditional development zones，and has embarked on an independent and self-strengthening development path. After the development strategy of the Yangtze River Delta has been put forward，Pudong，as the leader of the Yangtze River Delta，should sum up its own experiences and enlightenments in the development of the Yangtze River Delta and lead the future development direction of the Yangtze River Delta region.
