In recent years，the proportion of Pudong New Area’s industrial added value to GDP has shown a downward trend. It is still a long way to go to keep the bottom line of 25%. This paper analyses the bottleneck of the development of manufacturing industry in Pudong，and points out that the new vitality of industry in Pudong New Area needs to be improved and the cost advantage is losing continuously. Industry development is facing many bottlenecks and policy support needs to be optimized. This paper systematically combs the latest trends and advanced practices of manufacturing development at home and abroad. Then it puts forward some suggestions，such as promoting leading innovation，seizing industrial commanding heights，promoting industrial chain upgrading，enhancing added value of manufacturing industry，consolidating basic industries，improving industrial competitiveness，taking effective measures to ensure industrial scale，and giving full play to the function of financial services，as a reference for the future development of Pudong manufacturing industry.
