Based on the results of many field visits and investigations，this paper makes an analysis and study on the establishment orientation and development planning，background and resource base，construction status quo of the Gulf Sports and Leisure Town，and summarizes the bottleneck factors in the construction of the Gulf Sports and Leisure Town. On this basis，it puts forward the problems that should be avoided，the construction paths and countermeasures in the construction of small towns with sports and leisure characteristics in Haiwan Town of Fengxian District. It is believed that through hard work，the town of Bay Town can be transformed into a sports and leisure town with distinctive sports characteristics，strong cultural atmosphere，industrial agglomeration，good ecological environment and benefiting people’s health. It will definitely add a colorful touch to the new urbanization.
