随着经济进入新常态,习近平总书记在十九大报告中强调加快建设制造强国,加快发展先进制造业,培育新增长点,形成新动能,支持传统产业优化升级,加快发展现代服务业。上海市奉贤区依托产业园区,培育有潜力的成长型企业,推动产业集聚,以生物科技园区为载体,重点发展生物医药、新能源产业;大力推动美丽健康产业,打造东方美谷;围绕上海工业综合开发区和江海经济园区的技术改造和产业升级,促进传统产业向战略性新兴产业和高新技术产业转型发展,为区内外先进制造业发展提供必要的支撑和配套服务。2018年4月18日,上海闵行出口加工区转型成为综合保税区,这满足了制造业转型升级和战略新兴产业的发展需求,也为奉贤区成为国际经济贸易的重要窗口、通道提供良好的支撑和平台。本文以综合保税区为例,探索奉贤经济园区的转型路径。

Based on the economic zones,Fengxian district of Shanghai cultivates potential growth enterprises,promotes industrial concentration,takes the biological technological zone as the carrier,and focuses on the development of biological medicine and new energy industry. Fengxian vigorously promotes the beauty and health industry and create the “Oriental Beauty Valley”. Centering on the technological transformation and industrial upgrading of Shanghai industrial comprehensive development zone and Jianghai economic zone,Fengxian district promotes the transformation of traditional industries to strategic emerging industries and high-tech industries,and provides necessary support and supporting services for the development of advanced manufacturing industries within and outside the region. On April 18th 2018,Shanghai Minhang Export Processing Zone transfers to the Comprehensive Free Trade Zone,which meets the needs of the transformation and upgrading of the manufacturing industry and the development of strategic emerging industries,and also provides good support and platform for fengxian district to become an important window and channel for international economic and trade. This paper takes Comprehensive Free Trade Zone as an example,to explore the transformation path of Shanghai Fengxian economic zone.
