从2016年网络直播元年到2017年末2018年初火爆全网的“直播答题”,网络直播始终处于传媒业的风口浪尖。本研究对6家有代表性的移动视频直播平台进行社会责任评估。结果发现,总体来看移动视频直播平台的社会责任履行水平为中等略偏下,各平台间得分差距较小。其中,“协调关系”责任履行情况最好,“信息生产”责任履行情况其次,“文化教育”责任履行情况最差。研究认为,政府应完善并细化法律规范体系,加强管理部门间的责权分工与沟通协作;直播平台应坚定正确方向,强化监管责任与优化自律体系相结合;直播用户应提升主播专业素质与用户媒介素养,自律与监督并举。
<<From the first year of 2016 live webcast to the lively answering of the whole network at the end of 2017,the webcast has always been at the cusp. This study assessed the social responsibility of six representative mobile video broadcasting platforms. As a result,it has been found that,overall,the level of social responsibility performance of mobile video broadcast platforms is slightly lower than the median,and the score gap between the platforms is small. Among them,the “coordination relationship” has the best fulfillment of responsibilities,followed by “information production” responsibility fulfillment,and “cultural education” has the worst performance. The study believes that the government should improve and refine the legal normative system,strengthen the division of responsibilities and authority between management departments and communication and collaboration;the live broadcast platform should stick to the correct direction,strengthen the supervision responsibility and optimize the self-discipline system;the live broadcast user should enhance the professional quality of the anchor and the media literacy of user,combine self-discipline and supervision.
