Optimizing the business environment is an important part of promoting supply and reform，and is also an important link in promoting the transformation of government functions and the construction of a government ruled by law. Incorporating the rule of law guarantee of optimizing business environment into the evaluation system of the government ruled by law will help to evaluate the actual effect of the construction of the government ruled by law more scientifically，completely and thoroughly. Considering the compatibility with other evaluation indicators，the objectivity of evaluation indicators and the availability of data，this evaluation is based on the State Council’s “Opinions on Promoting the Modernization of Domestic Trade Circulation and Ruling by Law Business Environment” and “Guiding Opinions on Strengthening the Construction of Honesty and Credit in Government Affairs”，etc. Through nine observation points，the paper examines the implementation of four aspects：the convenience of market access，the construction of government integrity，the convenience and efficiency of administrative examination and approval，and the institutionalization level of optimizing business environment. According to the evaluation results，the score of convenience degree of market access is 68.20%，the score of government honesty construction is 43.06%，the score of administrative examination and approval is 46.80%，and the score of institutionalization level of optimizing business environment is 41.60%. The main problems reflected include：the opening of online administrative examination and approval is not comprehensive enough，the relevant conditions for the establishment of enterprises are not clear enough，promote the integrity of the construction of proactive and inadequate，on the optimization of the business environment of the institutionalized level is not high. The future direction of improvement mainly includes：implementing the policy requirements of the central government’s “release uniform”，improving the construction of government websites，further improving the convenience of market access and the efficiency of administrative examination and approval；strengthening the construction of government integrity，and continuously improving the city’s credit level；promulgating relevant regulations or normative documents，and so on. We should optimize the business environment to provide an adequate institutional guarantee and establish and strengthen the physical examination and evaluation of the legal guarantee of the business environment.
