“The perfection of the system of administration according to law” is one of the seven standards for judging the basic establishment of a law-based government. This section mainly inspects the establishment and implementation of administrative normative documents. The index design is mainly based on the specific requirements of a series of programmatic documents concerning the promotion of administration by law and the construction of a law-based government issued by the Party Central Committee and the State Council. The evaluation results show that the vast majority of local governments can closely promote the rule of law construction of administrative normative documents in close combination with the actual situation and actual needs of the region，and the progress is obvious. However，the overall scoring rate of this part of the indicators is low，and still constitutes a major shortcoming of the current construction of a law-based government. There is a big gap and room for improvement between it and the goal of building a law-based government.
