The index of “organizational leadership in the construction of the law-based government” has a total score of 80，and the average score of the 100 cities assessed is 45.99. The city with the highest score was 72，and the city with the lowest score was 14，reflecting a greater degree of differentiation. The evaluation results show that most cities attach great importance to strengthening the leadership of the Party in the construction of a government ruled by law. The openness of the report on the construction of a government ruled by law has been improved to a certain extent. The evaluated cities have made remarkable progress in publicly promoting the examination of administration according to law. At the same time，there are still some problems in the government of the evaluated cities，such as the Party committees’ organization in daily work，the need to further strengthen the construction of the government under the rule of law，and the lack of depth in the report on the construction of the government under the rule of law. In view of the problems existing in the evaluation，the project team puts forward some suggestions that the leadership of the Party Committee in the construction of the government under the rule of law should go deep into the daily organization and supervision，that the leading cadres should study the law carefully and systematically，and that the standardization of the report on the construction of the government under the rule of law should be promoted.
