The 19th CPC Congress proposes a rural revitalization strategy to promote the development and revitalization of Chinese rural areas. Being distributed widely across China，the ethnic villages immediately become the core of attentions. How to realize the revitalization of manufacture，ecological living，effective management，and well-being of farmers is a problem calling for attentions. In line with the concept of the rule of law and seeing CPC party self-governance exercised fully and with rigor，the study attempts to explore the effective approaches for the management of the ethnic management. It also provides some suggestions concerning legislation for the realization of theses villages’ development and a well-off society.
