Rural revitalization is a major national strategy for China in the new era of building socialism with Chinese characteristics. As an approach of balancing and optimizing regional human-land relationship，land consolidation has become an essential policy tool to vitalize villages. To solve the major problems in rural development such as the disordered layout of villages，the weak rural industries，the decline of rural cultures，the dirty residence and the decentralization of agricultural funds，Jiangsu Province increased investment，innovated the ideas of consolidation and rehabilitation，optimized the plans and designs，diversified the forms of implementation，and enhanced land utilization in the later stage. With emphasis on the construction of distinctive pastoral villages，the province combined various forms of land consolidation and undertook the land consolidation projects which aimed to vitalize villages and has achieved remarkable achievements.
