全球化发展的今天,“人才战争”愈演愈烈,亟须对国际人才合作与管理组织加以规范。越来越多的国际人才,成为国际人口流动的重要群体,规范这一群体人才的流动,保护他们的权利以及平衡母国与迁徙国之间的人才利益等,亟须建立一个相应的国际性组织进行引导和规范,并最终解决当前及未来发展遇到的种种问题。基于此,本文从我国的角度出发,就建立世界人才联合会的必要性、可行性以及该国际性组织的发起模式、功能定位等进行探析,并针对组织的后续发展提出相关建议,以期推动国际人才的有序发展。
<<With the development of globalization,the competition for talent becoming fiercer and fiercer which need an international organization to regularize nationals’ competitive behaviors. Meanwhile,with the international talents becoming the major group of international population flow,how to regulate their rational flow as well as protect their rights also call for such an international organization to come up. From a higher perspective,it is also necessary to establish a professional international organization to balance interest distribution between the brain drain countries and brain gain countries as well as to resolve various problems of the international talent development currently or in the future. Hence,this article aims to analyze the necessity and feasibility for China to launch such an international organization and also try to explore its functions and establish pattern. Finally,this article also tries to come up some suggestions for its further development in order to promote the international talent development more orderly.
