This article first summarizes the development of talents contingent in Beijing since the 18th National Congress of the Communist Party of China in terms of the quantity，quality and structure. Secondly，focusing on strategy，reform，opening up，cohesion and other aspects，this article discusses about the main practices and experience of gathering all kinds of patriotic and dedicated talents to build the world’s exclusive talent gathering capital in the process of reforming the institutional mechanism for talent development. Finally，focusing on the implementation of the development and deployment of talents in the next five years，this article prospects the promotion of talent work in Beijing from three aspects：career planning，platform-building and policy implementation.
