本报告以煤炭企业税收为研究对象，基于深入实际的专项调研，指出了煤炭企业税收存在的问题，分析了问题产生的原因及其危害，并对问题的解决提出了基本思路：建议在科学发展观的指导下认真落实、全面贯彻《国务院关于促进煤炭工业健康发展的若干意见》，通过税制改革创新以求从根本上使问题得到解决。
