This paper introduces and analyzes the operation mode，book publishing category and international development model of the Moscow Publishing Fund project supported by the Moscow Municipal Government. There is a detailed statistical analysis of all the books published in the past three years was carried out in terms of the number of books，the topic selection and the circulation. Studies have shown that books are an important carrier for the spread of capital culture，and the capital book publishing project supported by special funds will certainly promote the spread of capital culture. The successful experience of Moscow City Government Publishing Fund Planning has important reference value for the international development of Beijing culture.
