The report of the 19th National Congress of the Communist Party of China gives a new definition of the major contradictions facing our society，pointing out that “the major contradictions in our society have been transformed into the contradiction between the people’s growing needs for a better life and the unbalanced and inadequate development.” This change provides a new opportunity for the safeguarding and inheritance of intangible cultural heritage and brings about a new situation. At the new starting point，China’s Intangible Culturd Heritage Safeguarding is undertaking the cultural mission entrusted by the times，innovating and developing in the aspects of safeguarding concept，safeguarding measures，public welfare undertakings and creative industries，so as to solve the imbalance and inadequacy of cultural development among ethnic groups in various regions and meet the people’s “needs for a better life”.
