The Ethical Principles for Safeguarding Intangible Cultural Heritage was endorsed by the UNESCO Intergovernmental Committee at the end of 2015，whose Chinese version was published in the academic journal Studies of Ethnic Literature in the summer of the next year. In the Ethical Principles for Safeguarding Intangible Cultural Heritage，the community，where the intangible cultural heritage bearers live，has been the center of the ethical concerns，and the relationships among the related inheritors，cultural bearers and stakeholders have been gradually attached importance by the researchers and the safeguarding practitioners. In 2017，the Opinions of Implementingthe Project of Carrying On and Developing the Excellent Traditional Culture of China was issued by the State Department，whose guiding principle “Center on the People” seems to strengthen，at the national level，the above safeguarding concept. The Principles is issued to safeguard intangible cultural heritage in a better way，nevertheless，requires to be implemented in a feasible way and with great efforts.
