In the process of accelerating the goal of “world famous tourist city with global influence”，the development trend of Shanghai urban tourism is better. With the golden development period of China's all-for-one tourism in the new era，Shanghai urban tourism is also facing a new breakthrough of high-quality and all-round. This report is based on the active practice of urban all-for-one tourism in Shanghai，combined with the analysis of the characteristics of new consumption of urban tourism in the new era and the experience of all-for-one tourism development at home and abroad，put forward four development paths，in order to better promote the quality and all-for-one tourism development of urban tourism in Shanghai.
