Network communities have certain relational structures and symbolic norms，and they are vital forces for the development of Network Ecology. The formation of symbolic subsystem in Network Ecosystem and the construction of its interpretation system，is the result of the interaction and communication in communities，among communities，and between communities and the environment. The flow of network symbols caused by their distribution and changes of symbolic meanings is the prerequisite to coordinate the relationship among communities and maintain the efficient interaction between communities and their environment. Managers of the Network Ecology should uphold the concept of organic development，coordinate the development of communities，help to set up a communication platform，and try to excogitate the Jointnomy Mechanism based on rational consensus.
