In 2018，the income level for Chinese residents has been increasing steadily with decreasing income gap. At the same time，the consumption level keeps increasing with better living condition. For 2019，the economy will remain stable improvement with the growth rate of 6.4%. To enhance residents’ income and consumption，government should promote employment，increase income level，encourage the restructuring of economic structure，and widen source of income for both urban and rural residents. Also，the government should fully implement the rural revitalization strategy to increase peasants’ income，and stipulate new domestic consumption with better consumption structure and consumption environment. At the same time，government should encourage the upgrade of consumption structure.
