In 2018，China is moving towards a high quality development stage with comprehensive and well balanced development. The economic development is facing downward pressure. The social development has witnessed comprehensive and significant development with higher quality. At the same time，both increase of employment and consumption faces some risks. There is a slowing rate of the narrowing income gap of urban and rural residents. Furthermore，the income gap of different social groups demonstrates a trend of widening. Meanwhile，there is high frequency of social conflict with serious condition of social security. The environment condition also faces serious pressure.
