    我国劳动关系治理新进展——2017年综述

    摘要

    2017年稳中向好的经济运行和持续稳定的就业形势为我国劳动关系的平稳运行提供了基础。2017我国劳动关系治理取得了一系列成效,年劳动合同签订率保持稳定、实行特殊工时制度的企业明显增加、劳动人事争议立案受理案件数量及其涉及的劳动者人数均有减少、农民工权益保护取得新进展;劳动关系治理工作稳步推进,政策法规体系优化,调解、仲裁以及终局仲裁案件比例有所上升,劳动社会保障执法进一步加大力度,各地劳动关系调处实践探索有所创新。进入新时代,我国社会主要矛盾已经发生变化,和谐劳动关系构建要坚持正确的政治方向,从实际出发,优化体制机制,维护公平正义,提高劳动关系治理能力。

    Abstract

    In 2017,the economy maintained steady growth,and the employment situation remained stable,which laid the foundation for stable labour relations in China.Meanwhile,progress has been made in China's labour relations governance:annual labour contract signing rate remained stable,the number of enterprises with special working hour system decreased,the number of cases concerning labour and personnel disputes and the number of labourers involved in such cases went down,and new achievements were made in the protection of the rights and interests of rural migrant workers.Furthermore,policies and legal systems have been optimized,the percentage of cases settled by mediation,arbitration and final awards increased,labour and social security related law enforcement was strengthened,and innovative measures were adopted in the practice and exploration of the settlement of labour relations.Entering the new era,as the main contradiction of the Chinese society has changed,it is important to follow the correct political orientation,proceed from realities,optimize system and institutional building,maintain fairness and justice,and enhance labour relations governance capacity in building harmonious labour relations
