2017年国企改革动作频频。央企重组全面提速,董事会建设加快推进,混合所有制改革迈出实质性步伐,公司制改革接近尾声。本文从进一步完善国有企业法人治理结构、稳妥有序开展国有控股混合所有制员工持股、推进经理层任期制和契约化管理、改革国有企业工资决定机制、持续深化企业内部三项制度改革五个方面,论述了推进国有企业人事制度改革的政策措施和实践探索。
<<In 2017,a series of reforms occurred in State-owned enterprises(SOEs),including the accelerating process of regrouping of central enterprises,advancement towards the construction of enterprise board system,reform towards mixed ownership,and positive progress in the reform to turn SOEs into stockholding corporations.This paper provides a summary of policy measures and explorations for advancing personnel system reform in SOEs from the aspects of further improving the SOE legal person governance structure,implementing employee stock ownership in SOEs with mixed ownership,pushing forward term and contract based managerial administration,reforming salary determination mechanism in SOEs,and deepening three institutional reforms in enterprises.
