本文首先介绍我国知识产权人才的规模、结构和质量概况并分析存在的问题；其次，从教育培训、评价和若干类典型知识产权人才制度建设方面，考察了知识产权人才开发工作的进展情况，尤其是2017～2018年的重点工作状况；最后，结合机构改革、放管服改革和人才体制机制改革的大背景，展望了知识产权人才的发展前景。
<<Firstly，this paper introduces the scale，structure and quality of intellectual property talents in China and analyzes the existing problems.Secondly，from the aspects of education，training，evaluation and the construction of some typical intellectual property talents systems，it examines the progress of intellectual property talents development，especially the major work from 2017 to 2018.Finally，the prospects for intellectual property talents development are prospected in light of the background of institutional reform，the reform of streamlining administration and delegating power，and the reform of talent system and mechanism.
