    2017年中国人力资源状况及事业发展

    摘要

    2017年,中国人力资源发展稳中有进。人力资源总量基本稳定,城镇化率不断提升,受教育水平稳步提高,人才发展体制机制不断创新,公共部门人事制度改革继续深化,就业创业总体发展态势稳中向好,就业结构不断优化,社会保障统筹逐步推进,劳动关系和谐稳定。本报告从人力资源基本状况、人才工作进展、公共部门人事制度改革、就业创业、收入分配、社会保障、劳动关系、人力资源服务业发展等方面介绍了2017年以来我国人力资源发展的新情况、新举措和新趋势,并对当前和未来一段时间人力资源发展面对的新挑战和新任务做了简要分析。

    Abstract

    The year 2017 marks the convening of 19th CPC National Congress.China's human resources development remained stable while kept improving.The total amount of human resources kept stable,and the urbanization rate kept increasing.The educational attainment was rate steadily improved,and the talent development mechanism kept being innovated.Personnel system reform in public sector continued to deepen,and the overall development of employment and entrepreneurship kept moderate but stable and sound.The employment structure was optimized,the overall planning of social security was gradually promoted,and labour relations kept harmonious and stable.This report introduced new situation,new measures and new trends of human resources development in China since 2017,from perspectives of current situation of human resources,the progress of talent management,personnel system reform in public sector,employment and entrepreneurship,income distribution,social security,labour relations and human resources service industry.Brief analysis was made regarding to new challenges and tasks facing by human resources development currently and in the future.
