近年来在气候变暖、经济全球化、国际政治风云多变的影响下,全球范围内各类突发事件频发,给社会和谐稳定、人民幸福生活带来了极大的危害,应急管理已引起了各级地方政府的高度重视和大力支持,与此同时学术界和产业界也开展了深入的研究和广泛的学科合作。突发事件案例库能有效地帮助应急决策者从历史事件中快速找到可借鉴的应对方案,是应急管理系统中不可或缺的组成部分,然而现有的案例库大多存在结构多样、内容不全面的问题。本报告从知识工程的角度分析突发事件案例信息,首先构建了可扩展的突发事件元数据结构,来解决案例表示中的“信息孤岛”问题,以适应大数据时代的信息共享和互操作需求;其次,在分析对比多种知识表示方法的基础上,选取“框架网络”表示方法来描述突发事件案例,在所构建的框架网络中以事件框架表示突发事件案例的静态特性,以事件流的思想来体现其动态特性,并通过聚合、依赖等关系表示体现应急管理学科的基本概念及相互关系,为构建合理有效的突发事件案例库奠定了良好的语义基础。
<<In recent years,there are a variety of emergencies have occurred all over the world because of the impact of global warming,economic globalization and changeable international political situation. As a result,the social stability has been harmed greatly. National and local governments have taken emergency management seriously,while academia and industry also have paid sufficient attention on the field. As an indispensable part of emergency management system,emergency case base helps the decision makers to index the useful advices quickly from historical data when a new emergency occurs. The report aims to solve the heterogeneity and fragment of the existing case bases in the view of knowledge engineering. As a starting point,the extensible metadata structure is developed to figure out the problem which is called as Information Island. On the other hand,different knowledge representation methods are analyzed and Framework notation is selected as the main method to represent the emergency case. Emergency Frame describes the static characteristics of emergency case while the flow of events is for the dynamic characteristics. Based on this idea,a Framework Network is built to represent the emergency case,where aggregation and dependency are used to note the concepts and their relationships with the guidance of the emergency management discipline. The research of the report has laid a semantic foundation for the following construction of emergency case base.
