With the society rapid development，factors resulting in risk are more and more，and emergencies frequently occur. As a rapidly developing country，China has also entered into a period which is faced with frequent public emergencies. Because of that，the emergency management capacity of China needs to be improved. To build a more complete emergency rescue system and enhance the strength of China’s emergency rescue，we must vigorously develop the emergency industry. Based on this background，according to theoretical analysis，this study defines the connotation and characteristics of the emergency industry，and then sums up the overseas emergency industry development model，concludes the inspiration and reference for China’s emergency industry. And then，this study，using the SWOT model，comprehensively and systematically analyses the development status of emergency industry in China. Finally，this study combines with the opinion report issued by the State Council during the 13th Five-Year Plan period which aimed to accelerate the development of emergency industries，to make plans and prospects for the development of China’s emergency industry，with a view to providing reference for the government’s emergency management.
