网络舆情是公众以互联网平台为载体,对公共事件表达和传播情绪、态度和意见等总和。随着互联网技术的发展和移动网络的普及,网络舆情对社会群体性事件形成及演化的影响力日趋增强。如何加强网络舆情政府应对管理成为当前各级政府部门网络执政能力建设所亟待解决的重大问题。本研究通过分析网络舆情演化的不同阶段中网民参与的心理和行为变化特征,探讨了政府部门在各阶段应采取舆情防范、管理、研判和处置的不同策略及方法,希望能有效提升各级政府部门和相关机构网络舆情应对处理能力,提升政府公信力,维护社会秩序稳定,促进可持续化发展。
<<Internet public opinion is the collective opinion of the peoples of a society on the public issues,which consists of the desires,emotions and thoughts,and uses the Internet platform as the carrier. With the development of network technology and the popularity of mobile Internet,the influence of Internet public opinion on the formation and evolution of the collective action is growing. Therefore,strengthening the government response management on the internet public opinion is the vital issue to be solved urgently in the construction of the government’s online ruling ability. By analyzing the psychological and behavioral characteristics of the public participations in different stages of the of the evolution of internet public opinion,this study discussed the different strategies and modes that government should take to prevent,manage,determine and deal with the public opinion in the different stages. This study may effectively improve the government’s abilities on managing the internet public opinion,enhance the credibility of the Government,maintain social order and stability,promote sustainable development of the society.
