In 2016，the number of influential events about network public opinion was large，the heat was high，and many of them related to public health，life，safety and other public issues. The hotspots of public opinion show the characteristics of sudden occurrence，public issues，rapid focus，diversity of evolution，and multiple synergies in governance. Based on this，this paper attempts to build a governance mechanism of Internet public opinion from the perspective of warning，response and coordination，in order to provide institutionalized and procedural methods and measures to deal with internet public opinion，which helps to improve the coping ability of Internet public opinion and ensure social stability and development.
