In order to evaluate the emergency management capability of China’s large cities in 2015，an evaluation system with diversified layers and dimensions of urban emergency management capability is established，which covers the entire process of emergency management and can show the response capabilities of the entire process of urban emergency management and different types of disasters. The current status and existing problems of Chinese urban emergency management capability is firstly analyzed in this paper. And by comparing the evaluation results of emergency management capabilities from 2012 to 2015，it is found that China’s emergency management development presents a trend of specialization，modernization，standardization and systematism. Finally，the China’s urban emergency management capability is evaluated from several dimensions，such as natural disaster emergency management capability，public health emergency management capability，accident disaster emergency management capability and social security emergency management capability. All of those imply the emergency management capability dealing with various disasters in the different emergency management process. This report is hoped to enrich the China’s emergency management research theoretically and empirically.
