品管圈活动是在PDCA循环理论的基础上发展而成的品质管理工具,将行动划分为四个阶段、十个步骤,并运用七大品质管理手法,成功地将理念、行动与管理方法结合起来。在中国大陆医疗机构发展品管圈活动的10余年中,其过程虽跌宕起伏,却也取得了阶段性的成果,尤其是中国医院品质管理联盟的成立与全国医院品管圈大赛的举办,点燃了医疗行业对品管圈活动的热情,使品管圈快速成为在医疗机构运用最广泛的品质管理工具之一。当下我国医院品管圈活动已经焕发出巨大的生机与活力,广大一线医务人员自下而上积极主动参与质量持续改进活动,推动了中国医疗质量管理的创新和医院组织文化的变革。本报告总结了医院品管圈的基本理论、国内外发展历程,以及在我国推广应用的成效与经验,并提出了进一步推广与应用的发展策略。
<<Quality Control Circle(QCC)activity developed to be a quality management tool based on PDCA theory. QCC activity is divided into four stages and ten steps. By using seven quality management tools,it combines idea,action and management method successfully. The development of QCC in medical institutions in Mainland China has gained a stage achievement in the past ten years,though experiencing ups and downs. “China Federation for Hospital Quality Management” and “The National Hospital QCC Competition of Chinese Hospitals” lit the enthusiasm of medical industry for QCC,and QCC became one of the most widely used quality management tools in medical institutions quickly. Nowadays,the activities of QCC in have given rise to tremendous vitality and vigor in Chinese hospitals. The vast numbers of front-line medical staff actively participate in the activities of continuous quality improvement from bottom to top,which has promoted the innovation of medical quality management and the reformation of hospital organizational culture in China. This paper introduced the basic theory of QCC and the development process,analyzed the current situation of the application of QCC in Chinese hospital and summarized the experience of promoting QCC in China. At last,the paper formulated the next strategy of promoting QCC.
