随着中国对欧美地区对外直接投资规模的不断扩大，中国受到欧美等国家的外资安全审查也越来越多。欧美等国家外资安全审查在发展趋势和内容程序方面既存在共性，又存在异质性特征。本文从整体、行业、企业三个层面分析了欧美等国家外资审查的现状与趋势；在此基础上，分别阐述了美国、欧盟、德国等国家或联盟在外资安全审查内容程序方面的各自特征；最后，针对我国企业“走出去”过程中面临的欧美国家外资审查现象，提出相应的对策建议。
<<With China’s growing foreign direct investment into European countries and the United States，Chinese investments are increasingly subject to national security reviews in these countries. Trends show both commonalities and differences regarding the use and processes of national security reviews in Europe and America. This chapter analyzes trends regarding national security reviews of foreign investment in Europe and America at the macro，industry，and enterprise level.
Based on this analysis，the chapter lays out the characteristics of national security review programs in the United States，EU，Germany，and other countries. Finally，appropriate countermeasures are proposed for Chinese companies “going out” to deal with foreign investment security reviews.
