Based on the analysis of two aspects of the development and changes of the residents’ health demand as well as the current service supply system，this paper aims to characterize the imbalance and inadaptability between the current supply and demand，and to find the cause of it. It is believed that now is just at the right time to shift from treating diseases more to preventing diseases and injuries first，and paying more attention to maintaining and improving public health. We should further create a policy environment that gives priority to health，optimize the allocation of health resources，promote the development and innovation of health science and technology，enrich and expand the content of health services，so as to improve the national health level and realize the strategic goal of healthy China.
