In order to solve the parking disorder of shared bicycles and promote its development orderly，based on the field investigation of the research team，this paper summarizes the situation and causes of the parking disorder in two aspects of time and space，and analyses its governance from the aspects of “public interest” and “private interest” “public emotion” and “laws and regulations” “departments and regions” and “professional management”. On this basis，it puts forward some measures such as defining the dual nature of shared bicycle，exploring the connection between laws and regulations，and promoting collaborative governance，and so on.
