During the six decades of QianLong （1795），there was a vigorous uprising of Miao people on the border of Hunan and Guizhou. The government mobilized two hundred thousand soldiers to go the Miao Region to suppress them. When the imperial army surrounded the last camp of the Miao people and decided to eradicate the Miao people，BiYuan，as the master of HuGuang，sent a document to JiaQing. BiYuan proposed that in terms of species，the Miao is a “WuXiBieZhong” and It is a “Others” that is different from the Han people in the Central Plains and other people. However，from the human nature，this “Others” is similar to the Han Chinese in the Central Plains，and “with a good nature and a great sense of righteousness.” Therefore，Bi suggested that the court，with the goal of “Protecting the Independence and Integrity of Miao’s Survival”，The Court should immediately withdraw its troops and return，in order to give the Miao people relatively independent living space，so as to ensure that the Miao people which is a special nation can reproduce. The national ideology expressed in this document is a major breakthrough in the national thought of Chinese traditional “not my group，its strength must be different”. It had a certain effect on the time and the later ages. It also has important and referential value to many ethnic problems that we face today. This article details the formation process，content，influence and significance of this thought of Bi Yuan，in order to make this glittering and glorious national ideology can regain its consciousness and evaluation.
