In the era of globalization，urban space replaces state and becomes the most important geographical unit for reterritorialization. How to improve cities' competitiveness is a crucial subject for most countries in the world，while some countries regard urban rescaling as a strategic choice. In order to create a sub-national growth pole and to improve national global competitiveness，New Zealand builds up Auckland supercity through amalgamating one regional authority and seven territorial authority. In regard of this，this article introduces the background，contents，primary effects and problems of Auckland metropolitan governance reform，and then it further analyses the scale politics or relationship among different layers of power during the reform practice.
