在新一轮国资国企改革大背景下,盘活城市国有资产是以城投公司为代表的地方国有企业转型的必由之路,也是地方化解隐形债务、防范重大金融风险的重要举措。本文以城市资产管理与运营为对象,通过概念界定、现状分析、归纳演绎等方法总结了城市国有资产管理和以城投公司为代表的地方国有企业在城市资产管理与运营方面存在的问题,在此基础上本文提出了包括强化资产管理意识、资产分类管理与有序运营、注重资产的投资管理、有效盘活存量资产、加强资产的集团化管控以及加强资产管理人才培养等六大对策建议。本文最后从新型物业管理、住房租赁和场馆运营三个领域举例说明城市资产管理与运营的模式创新。
