Based on the scientific measurement and analysis of the society-building level，this paper constructs an evaluation index system of society-building，including five secondary indicators：public service，social security，public safety，community building and social participation. The TOPSIS analysis method was used to evaluate the levels of Beijing districts and counties society-building in 2016 year. The results show that the development of Beijing society-building is unbalanced. There are great differences among Beijing districts and counties，and the levels in different society-building fields are unbalanced.
