After seven years of precipitation and development，the Z community has formed a model that can widely mobilize the active and orderly participation of community diversified entities in community governance-the “public interest claim” model. This model mobilized the endogenous forces of the Z community and improved Z community’s multi-subjects’service awareness and autonomy have integrated community resources，achieved the goal of “reduce and increase efficiency” and created a community atmosphere of co-construction，sharing，and co-governance.
