本文基于2016年国家卫生计生委流动人口动态监测数据,从流动人口子女家庭照顾和托育方式两个角度,展示北京市流动人口子女早期教育状况;从流动人口家庭经济资本、人力资本和社会资本三个角度出发,对北京流动人口子女早期教育存在的问题及影响因素进行简要分析。研究得出,流动人口家庭经济资本、人力资本和社会资本对子女早期教育影响显著,流动人口家庭社会经济地位的弱势状态,影响了子女获取教育资源的机会,不同的职业、收入、居住地、受教育程度、工作时长状态、社会关系网络连接状态,形成了家庭对子女照料的不同方式和托育方式。综合供给侧的数据,北京市流动人口子女早期教育存在缺失和不足,有待进一步改善和提高。建议进一步明确儿童早期教育的政府责任;通过制定相关政策措施,从提高“三种资本”出发,增进北京流动人口家庭社会经济地位;进一步强调家庭在子女早期教育中的功能定位,形成政府、社会、家庭和个人的协同合作。
<<Based on the 2016 National Health and Family Planning Commission’s dynamic population monitoring data,this paper demonstrates the early education status of migrant children in Beijing from the perspective of family care and childcare of nursery school and kindergarten;From the perspectives of the migrating population family economic capital,human capital and social capital,this paper briefly analyzes the problems and influencing factors of the early education of the children of Beijing migrant population. The study concluded that the family’s economic capital,human capital and social capital have a significant impact on early childhood education. The weak state of the socio-economic status of migrant families reduce the chances foe their children to get access to educational resources. Different occupations,incomes,places of residence,education level,working time status,and social network connection status have formed different ways for families to care for their children. Besides,form the data of supply side,there are gaps and shortcomings in the early education for the children of the migrating population in Beijing,which needs further improvement. The paper proposed that the government should further clarify the responsibility for early childhood education;develop relevant policies and measures to improve the social and economic status of migrant families in Beijing from the perspective of raising “three capitals”;and further emphasize the functional orientation of families in early childhood education,and form collaboration between government,society,families and individuals.
