This article reviews the development course of volunteer service organizations in Guangzhou since 1987.According to the investigation and research，it is divided into five stages：initial stage of germination，multiple promotion stage，rapid development stage，promotion and development stage，standard development stage，and analysis of the characteristics of the development of voluntary service organizations in different stages of Guangzhou.This article also summarizes the experience and shortcomings of the development of volunteer service organization in Guangzhou，and thinks that the government is always the key factor affecting the development of voluntary service organization；he folk force is the main promoter of the development of voluntary service organization，and the social participation is the most important source of promoting the development of voluntary service organization.Finally，the article puts forward some countermeasures and suggestions to promote the development of voluntary service organization in Guangzhou.It is mainly to strengthen the supporting policies and funds for voluntary service organizations，create the atmosphere of voluntary service in the whole society，innovate the way of propaganda，attach importance to the example strength，attach importance to the construction of the professional ability of voluntary service organizations，and innovate the organization of voluntary service.We should advocate the voluntary self-discipline，regulate the behavior and establish ideals and beliefs.
