Social welfare usually covers two dimensions：institutional logic and practical logic. This essay tries to see through welfare activity and its function by probing into the relation of social support and empowerment from the practical logic. Based on the empirical survey data of the handicapped，this essay analyzes the relation between relative，friends’ & welfare institutions’ support and the Empowerment of the handicapped，focusing on welfare institutions’ practical logic. The study shows though the handicapped’s welfare institution system with the key idea of citizens’ rights has been constructed，as a formal welfare institution，Disabled Persons Federation’s welfare practical logic still stays on a humanitarianism level of “pity” and “sympathy”. There’s a great crack between the handicapped’s welfare institutional logic and practical logic.
